Royalty and Fees The standard royalty rate on product manufactured for commercial use is 8% on the total gross amount of an order, less any sales tax and prepaid transportation charges if shipped by the licensed manufacturer. The use of University identity marks on an item that carries a commercial message, sponsor, or endorsement is considered a promotional item. The standard royalty rate for promotional items is 10% on the total gross amount of an order, less any sales tax and prepaid transportation charges if shipped by the licensed manufacturer. A rights fee commensurate with the scope of the promotion may also be charged. Royalty is charged to the licensed manufacturer. Rights fee is charged to the sponsor. Royalty and rights fee are paid to the University's licensing representative, The Collegiate Licensing Company. The University of Pittsburgh attempts to avoid unfair competition with other retailers and service providers and therefore, does not exempt itself from paying royalties on the purchase of goods that: Royalties are exempt when:
